That's a simple problem! I have an FT-847 here myself that I bought used
and had the exact same problem. When tuning up and down the band the ARS
appears to be non-functional. The repair is simple, undo the MARS/CAP mod
on the radio. The MARS/CAP mod removes the radios country of origin from
the cpu, and therefore allows it to transmit out of band, however it also
removes the Automatic Repeater Shift (ARS) because not all countries use the
same repeater sub-bands.
I spent a couple months in despair trying to make the ARS work until I
noticed one day by accident, thanks to my son hitting the PTT on the desk
mic while scanning, that the radio was modded to transmit out of band. I
removed the solder blobs added and that was it. If you need info on the
default jumper positions for the US config let me know and I can dig them
up.
