[NLRS] K9ILT Gets CQ WW VHF wallpaper

Upon our arrival home last night from a business trip we found a postage due 
notice directing us to visit the local post office.  Pat came back to the car 
waving an envelope from CQ. Given the contents she didn't mind having to pay 
the 12 cents to spring it from the PO.  She came in second for the US (#1 in 
Illinois) for the July 2003 WWVHF, Rover Class.

We're off to get a frame, and to figure out how to get the plaque next year.
