[NLRS] 1296 omnis

If you want it bad enough gain can be had on an omni. At 1296 13db in
stacking gain might be had in around 2.5 meter vertically. That would only
be a couple db down from a 3ft boom and it doesn't need to be pointed and
one might even discover a not so obvious path that works, like an airplane.
