First, let's change the Subject line to reflect the matter of this thread
if it is to be continued.
N stations on a bus where N is a large number and the operators are
likely not all family members, seems to me like it's crossing into the
"manufacturing of contacts" realm and arguably different from a Family
sharing a 'station' (accommodating multiple licensed family members).
If there is no limit on the number of family members that may share a
'fixed' station...there should be no limit on the number of family members
that may share a 'roving' station...or the rules should clearly state that
there is a distinction.

Some place I read that the "One Station per Vehicle" rule was put
in place to ban the dreaded San Diago Microwave Bus. Some one
(reported to be on the East Coast) heard that they were setting up
a school bus with dishes out each window, planning to drive the
coastal highway and make repeated contacts with a station (stations)
on Catalina Island. Since the boys on the East Coast could not think
of a similar setup for themselves, they had it outlawed. Sounds like
it would have worked along the North Shore, except now the rules
will not allow it.
