I specifically asked Dan at the contest branch about the family Rover 
operation when my daughter got her call sign.

The reply was that we could do it and send in two /R logs, but not three. 
Everyone we worked would be able to log both call signs as long as we each 
made our own formal exchange.

I have the email some place.

On "Why only two?", the answer I got from the local operators, not the 
ARRL, was that some FM club on the east coast took out a van of guys with 
HT's and ran up a huge score. This upset the big guns, and they got the 
ARRL to change the rover rule on grid mults. As part of the change they 
also limited the number of operators per vehicle.

The change in grid mults is why the activity in the rover class dropped for 
a number of years. It used to be that every time you set up you started 
over on collecting grids, so if I worked EN24 from two different grids, I 
could count two mults for the worked and the two for the activated.
