[NLRS] Another Radar

Still haven't seen the real answer. 

According to John, K0JO, the radar operates on 1315 MHz.
It always peaks straight south of my location in S. Minneapolis,
EN34jv. I believe the location is in Farmington or Rosemount.

The radar makes a great indicator of 1296 conditions. It's always
there, sweeping through about every 10 seconds. When conditions
are up it is easy to hear the side lobes. It sounds like a buzz on AM.
Some noise blankers work better than others.
