[NLRS] Another Radar

Typically, WX radars are in high C-band... 7-8 GHz, or X-band... ~9.5 GHz.
Its unlikely that 1296 is WX radar... the wavelength is too long to see
rain, etc., well. But its great for airplanes at long distances.
