I think you mean Kent Britain, WA5VJB.  The article can be found at:

There are plans for antennas from 144 through 1296 MHz.  On the 222 MHz
band, he only has plans for a 3-element, 4-element, and 6-element
version.  The 6-element model is less than 4 feet long, so I guess you
may want something bigger.
