My zero cents worth.

Rovering is acting as a rover.   Any activity of a rover, is rovering.  So
tinkering with the vehicle, or planting a rove or such is rovering.

Roving is the act of actually doing the rove.   Ie. making qso's from various
grids or states.   I don't think they are the same.   If you tell me you are 
rovering that doesn't preclude rovering but doesn't mean only roving.
