[NLRS] wierd 2M noise - what is it?

Hey gang, I'm located in Vadnais Heights (btw Shoreview and White Bear
Lake).  Lately I've got a new noise* on 2M that's pretty annoying.  I can't
identify the direction too well because whenever it happens the S meter GOES
DOWN.

what i get is normal static levels and about every 5 - 10 seconds a complete
decrease in static and noise to nearly nothing.  This isn't happening all of
the time - during the last contest there would be hours of interference and
hours when it was gone.

So my radio sounds like


ssssssssssssssssssss...sssssssssssssssssssssss...sssssssssssssssssssssssss..
..sssssssssssssssssss

if I'm working someone, their signal strength decreases during the ...
periods.

what am I getting - some very high power blocking signal?  Radar?  Bad rig?

Affects all of the weak signal portion of 2M.

If anyone wants I could post an audio clip.
