[NLRS] 2002-2003 CSVHF States Above - December Request

Concerning location, my wording in the newsletter may have seemed tentative,
but I didn't mean that to be.  I was approached about how the WAS rule of 50
mile radius was allowing guys to add to their state totals during their
casual roves around the area as part of 10Ghz operations.  Our States Above
program wants to maintain as simple of rules as possible and that is what
led to the original deferral to WAS rules except for specific rules of the
States Above program.  We know that the intent of the WAS rule allowing 50
mile radius is to at least have some tolerance for some local house moves
over a lifetime of accumulating states.  However, our annual awards program
doesn't really need that tolerance plus, it gives an advantage to the person
who uses their home station AND goes out and does a bit of roving (rovering
:-) ) over the op who just uses his home station.  With that in mind,
borrowing the VUCC "location" rule of 1000'/300m seems more appropriate.
Since our awards program now has a Rover category, if an op really wants to
combine his states from multiple locations, he is welcome to submit as a
Rover.  I'm trying to get the word out that this is the interpretation I
want followed during THIS year's program and onward.

Yes, I'm still embarrassed that I don't have your certificates to you from
the 2002 program.  They are in Milwaukee getting their last signature.  The
results have been given to the webmaster and they will be on the webpage
soon.  However, the best way to look at the results is to check out the most

And your certificates will be whisked to you as soon as they get back from
Milwaukee.

I have a four day trip starting early tomorrow morning that will keep me out
till late Xmas night.
