[NLRS] Rain Scatter

The NWS has issued a PARTICULARLY DANGEROUS SITUATION, or PDS Severe T-storm
watch box back up to our northwest, like up towards Fargo.   I can't
remember seeing one of these before.  Radar is showing some big storms
rolling thru Devils Lake (again) and moving east.
