[NJARC] Newsletters should be free

Perhaps the NJARC could offer incentives, such as a vintage collectible,
after a docent puts in a certain number of hours. This is done at the La
Brea Tar Pits. After a set number of hours, the docent (volunteer) gets a
fossil found at the site.
