Joe,

Make sure you're measuring against B-, the negative end of the filter 
cap, and not to the chassis, which is DC-isolated by C8.

Listen for the local oscillator on another radio, to make sure it's on 
the appropriate frequency.  If you tune to a station around 1500 on the 
second radio, you should hear a beat when the set under test is tuned to 
1045,  (1500 - 455)
