[NJARC] Plastic case cleaning question

I have an Eton E100 (a very small multi-band radio).  The case is plastic and has developed a sticky condition.  I've tried soap and water, goo remover and Novus plastic cleaner.  Nothing has worked.  Novus gave the best result while wet, but it immediately returned to the sticky state when it dried.

Has anyone else experienced this problem?  If so, has anything worked without removing the stenciling?
