I agree with Ray.  This is a five-tube three-dialer with plug-in coils.  
It sure looks like an etched, or at least cut out and pasted on copper.  
There's no sign of solder at the "T" joints.  It doesn't look like any 
circuit-card stock I've ever seen, and the dirt look genuine.
