[NJARC] A nice little digital inductance / capacitance meter

I just got a neat little digital LCR multimeter.

It was obviously a cheap imported POS, so I wondered if I would end up
just wasting my money on it. (The last thing I needed was to be making
inaccurate measurements to three decimal places!) But it seemed like it
might be a good deal if it did what it was supposed to do, so I took a
chance and ordered one. Well, as Farnsworth once said "The damned thing
works!" I just checked a bunch of caps, everything from 2 and 3 pf
through a couple of hundred pf, through some 10 and 30 mf electrolytics,
even an ancient 4 mf PCB-filled can! Every one of them read almost
spot-on for the value marked (well within tolerances) and the reading was
repeatable. Small rf chokes similarly provided repeatable readings
although I didn't have any with values marked to compare for accuracy.

Not bad for less than twenty five bucks!
