Hi Steve,
What you describe is basically what a tube tester does.  (amplifying a DC 
voltage). The reason that it is not a good indicator for a "power" tube is that 
it does not amplify an AC signal.  Frequency response  is not taken into 
consideration. This is why testing in an actual transmitter or amplifier is 
preferred.
