[NJARC] Testing tube w/o tube "tester"

Can I test 'power tubes' by simple putting the proper load resistor in the 
plate circuit..apply the B+ in series with it...apply the FIL...apply the BIAS 
to the grid....and read the plate current meter as I vary the B+ and BIAS 
voltages?...and compare these numbers with the tube data?

Need the load resistor be non-inductive?..is yes, why?
