Hi Joe,
I think the problem is that the oscillator is not running. You can check this 
with a small transistor radio placed near the chassis. tune the Philco to 
somewhere around 600-700 on the dial and the other radio  to a vacant spot or 
weak station about 1200 -1400 . Then sweep the philco dial up and down and listen 
for a whistle on the transistor set as you pass the oscillators frequency.  ( 
tuned frequency plus IF frequency) If you don't hear it, the oscillator needs 
checking out. Look for an open coil winding or loose connection at the tuning 
capacitor screws.
