All bets are off until the tube filaments warm up. They are 
wired in series, and the pilot lamp is in parallel with a 
portion of the rectifier tube filament.  Short flash of the 
pilot light if normal in most of these sets, but usually 
happens just after turning the main switch on.

That said, I'm confused by the initial 30 second delay.  Is 
the click electronic, i.e. through the speaker?  Or is ot a 
distinctly mechanical click?  Is there a click when you 
first turn the control? the switch may be sticking for a few 
seconds.

The schematic clearly shows a band switch.  Is it, perhaps, 
one of the push button positions?  If there's a 7th button, 
thats it.  I count Tunable BC plus five presets on the 
schematic.

That sounds pretty typical of the tone controls in radios of 
this sort.  All it does is cut the treble.  However, I don't 
see a tone control in the schematic.

Radios of this age are likely to have multiple, 
hard-to-pin-point, problems until you get the old paper caps 
out of them.

I have the Rider's Manuals on the desk,  Let me know if you
