I would like to submit the following request for information on a 
Philco model 40-115 (121) table radio:

I have a Philco model 40-115 (121) radio.  It is a table-top, AC, 
6-tube, vintage 1940 radio,  I have the following questions:

Question 1 - When the radio is turned on, there is an approximate 30 
second delay (during which the radio appears dead), then I hear a 
"click", then the panel light comes on and the filaments begin to glow, 
20 seconds later the audio comes on.  Is this "initial" delay normal 
for this radio, and why ?  Also, when the panel light and filaments do 
finally fire up (after the initial delay), the panel light glows 
extremely bright for about one second and then diminishes to a dim 
level...

Question 2 - The dial on the radio is labeled for both the BC and 
POLICE bands, but I can only receive the BC band and there is no 
visible mechanism for switching to the POLICE band (?)

Question 3 - The second of three knobs appears to be a tone control, 
but there is no response from it until it is rotated fully 
counterclockwise, at which point  it softens the audio but sometimes 
causes a squeal at the same time (?)
