Hi Steve,
Those guys are using a repeater near Horsetooth, power would be 50 watts
or less as per legal requirements.
You can replicate that yourself by choosing a different frequency and
putting your repeater at a great site. Unless you have a personal friend
with a great site willing to let you put up a repeater for free, the
cost is generally about $300 per month for a commercial site. The
repeater equipment, if bought retail is between $1000 and $4000.
If you have the skills to build a repeater, you can make one for less.
