[NCARC] Horsetooth tones.

Hi all,

  As promised, the transmit tones on both the .115 and .275 have been
changed to 110.9 Hz.  This only affects your receiver tone squelch
setting.   If you aren't using tone squelch then it won't affect you.

  Your radio's transmit tone frequency will remain at 100Hz.  This does not
change.

  The reason for this change is to eliminate the dragging pipes sound that
has become so annoying on these 2 repeaters.

  Please let me know if you hear any more dragging pipes.   (Which I doubt
you will).
