[NCARC] Horsetooth repeater transmit tones.

OOPS!   Accidentally hit the send button too soon.....   sheesh!

Remember,  if you do not use a receive tone on your radio then you do not
need to program one in.   Things will work as they always have.   A receive
tone in not necessary to be able to receive the repeater output.   People
use receive tones generally when they have a high ambient RF noise level
and the radio keeps un-squelching due to the noise rather than the desired
signal.

To program your radio:

Since the cause of the dragging pipes appears to be RF feedback within the
repeater system due to mixing products of an intermittent RF noise source
keying the repeater and the fact that repeater transmit tone and receive
tones (were/are) the same, this causes the repeater to start talking to
itself mixing the noise source with the transmitted tone.   The easiest way
to correct this is to have separate tones for TX and RX.   This most likely
will be a permanent fix.

 As a side note,  Until the source of the noise is found (if ever) there is
going to be intermittent kerchunks on the repeater which may be mis
identified as someone trying to get in....   that being said, listen
closely if you think some is trying to access the repeater.   At least this
should eliminate the dragging pipes sound we all have come to love soooo
much.

The changing of tones will take place around noon to 1:00 PM this Saturday
unless situations change.
