[NCARC] Horsetooth repeater transmit tones.

Hi,
Since the dragging pipes issue seems to be spreading to the 447.275
repeater I will be setting the transmit tone (CTCSS) to 110.9 hertz. The
input tones (the one you will transmit from your radio to get into the
repeater) will remain 100 Hertz for both the 145.115 and the 447.275
repeaters. This will affect only a limited number of folks that use the
CTCSS tones for receive. Most modern radios (even Bow-fangs) will allow
dual tone frequency operation.
Also, the .115 repeater will be checked for receive sensitivity
problems. Hopefully we can correct this without having to climb a tower.
