[NCARC] Ham needs a little assistance

I received a message today from a ham in New Mexico. He has a buddy in 
the Johnstown area by the name of Allen, AK0DC, who is a new Extra class 
ham. Being new to the hobby, Allen would like a little help learning how 
to use his new IC-718. His neighborhood has covenants and he could use 
some help designing a suitable antenna as well. Allen's phone number is
