[NCARC] 447.275 Repeater

Update,

The repeater is behaving down here on the internal Kenwood controller 
and will go back up tomorrow afternoon sometime.  We will run it with 
the internal controller for now, as the Scom controller was "going nuts" 
up there when we arrived.  The only drawback is no announcements or 
autopatch for now.
