[NCARC] Free NCARC first year new ham membership issue

I searched the NCARC newsletters, and found in the May 2012 issue the following report:

Other Business: Question raised about tips at the restaurant, decision was yes to leave tips.
Ed Lawrence moved that we give new hams 1 year free membership to count as a paid year. Eugene recommended we modify this to apply to those who really want to join the club. Motion was seconded, voted yes by majority vote.
Motion made to adjourn, seconded, passed at 10:55AM

I believe that I commented on Eugene's recommendation that only
 those wanting to take advantage of this provision would apply for 
the free first year.  I do not remember if my original motion was 
formally amended or not, but I do remember that it easily passed a
 Member vote.

The following is the printout I passed up to Jerry after the motion carried.

Motion for NCARC to offer free first year of membership
to new Amateur Radio Licensees.

 

In order to attract newcomers to Amateur Radio into NCARC, I
move that we grant NCARC membership for one year after an applicant’s first
Amateur Radio exam is passed, and an Amateur Radio Call Sign is issued.  This free newcomer NCARC membership shall
expire concurrently with the other paid Memberships.  This membership is to have the same privileges as a
paid membership, as our welcoming gesture of faith in the newcomers.  

 

Each applicant shall furnish proof of License Grade and
License award date, and shall affirm that they have never held any prior
Amateur Radio License, even those issued by a foreign country.

 

Violation of this provision shall be penalized by
cancellation of the free NCARC membership, with reinstatement by payment of
normal NCARC dues, and an affirmative vote of either the NCARC Board, or the
General Membership at a NCARC meeting, in accordance with the NCARC by-laws.
I, for one, would like to know how we intend to alert the public to this provision.  I may be missing it on the NCARC website, but if it is not easy for me to find, how will it come to the attention to the 
prospective Hams?
This is not meant to start a fight, nor to demean those who are incharge of the website.  Instead, my intent is point out that few 
seem to know that we passed this!  I want NCARC to grow even 
stronger, encouraging new and also younger members.  

I don't who first said it, but "All of us is smarter than any one of 
us" is as true today as it was whenever it was first said.
