[NCARC] Status of 2m, 440 and 220 repeaters

Well the repeaters are up and running.  I cannot receive 220 Mhz so I
would like reports on access.  440 seems just like its old self and I
have not heard any spurious noise on it yet.  The 2m machine's access
has changed.  We need reports from for folks on low power, handles,
and different places to determine what the access looks like.

For reports, we need, power, type of antenna and location (to start
city and area of city would be nice).  I think the antenna is putting
out good signals but the receive may be an issue.
