[NCARC] Congressman Schaffer now sponsoring HR4720

I found out this morning that Congressman Bob Schaffer, 4th 
Congressional District, signed on 7/16/02 as a cosponsor for  
HR4720, the "Amateur Radio Emergency Communications 
Consistency Act of 2002". He is the first, and so far only, member 
of the Colorado Congressional delegation to do so.   

There are 15 sponsors for HR4720 listed on the Thomas website. It 
looks to me like there is much work to be done.   

This is clearly a positive step.
