Kent,

That is correct.  The KPC-3 has to power cycled to switch
between significant modes.  The commands set up registers
for the next mode but they don't take effect until the
next power on.  It's ugly but true.

There is a section in the manual about this.  Try looking
up the command TERMINAL.
