In this case, ETO stands for Emcomm Training Organization,
https://emcomm-training.org/ - They now do monthly training Winlink
Thursday events in addition to special events such as this one. The FEMA
regions are numbered on this map
<https://emcomm-training.org/images/fema-regions_6-25-21.jpg>. Region V
includes Ohio. The Emcomm Training Organization has tactical Winlink
addresses for each of the regions. In this case, it's ETO-05. The
exercises vary from the most basic to fairly advanced use of Winlink as
might be needed during and emergency.
