In this case, ETO stands for Emcomm Training Organization, https://emcomm-training.org/ - They now do monthly training Winlink Thursday events in addition to special events such as this one. The FEMA regions are numbered on this map. Region V includes Ohio. The Emcomm Training Organization has tactical Winlink addresses for each of the regions. In this case, it's ETO-05. The exercises vary from the most basic to fairly advanced use of Winlink as might be needed during and emergency.

This is my first message from 'ETO'.
I did not add a new Winlink net recently.
For several years, I occasionally check into GCARES and
once or twice a year to GLAWN
(which I am dropping due to their bulk mail addressing policy).
I don't see that either is affiliated with FEMA.
