[MVMA] BARC Mesh Setup

No tests were ever done.  We did several path plots that looked hopeful.
The most significant factoid was that I could see one of the tanks from the
top of the rear tower at BARC .... in mid summer.  We would be skimming
over the trees, which may have grown since then.  May still have to resort
to 900 MHz.

I have some gear that can be used for test; a pair of NSM5s, some 5 GHz
Airgrids, and one or two NSM3s.
