[MVMA] Is this the surge protector that DARA wants?

Bill can correct me if I remember this wrong, but the DARA requirement 
was for us to use PolyPhaser arrestors. At the time, Polyphaser didn't 
sell their own network arrestors, but sold Transector instead. So those 
were what Bill used.

This should meet the original requirement as well as support Gigabit
