[MVMA] Expanded 4 digit dialing

What this means...

Those who's phones are now registered on W8BI-PBX (11xx extensions) can 
now dial NC8Q-PBX extensions (10xx), which includes Chuck (not on 
w8bi-pbx) at X1072, his weather at X1099, and any other phones and 
features he adds, without having to register on another PBX.

I will update the Grandstream 16xx and 32xx phonebooks hosted at 
w8bi-pbx to include NC8Q-PBX numbers, so if you auto-update your 
phonebook from there, it will pick them up.

This also gives you a "Meshphone" network number of 937-11xx which I 
will register in the Meshphone Whitepages for you.
