[MVMA] Expanded 4 digit dialing

The NC8Q and W8BI PBXs have been trunked which provides both area 
code_+_extension and
4 digit dialing to phones registered with either PBX.

  This also provides 4 digit dialing into the weather radio station 
audio on extension 1099.
