The National Weather Service in Mount Holly NJ has issued a

* Urban and Small Stream Flood Advisory for...
  Northwestern New Castle County in northern Delaware...
  Cecil County in northeastern Maryland...
  Berks County in eastern Pennsylvania...
  Northwestern Montgomery County in southeastern Pennsylvania...
  Chester County in southeastern Pennsylvania...

* Until 815 PM EDT.

* At 417 PM EDT, Doppler radar and automated rain gauges indicated
  moderate rain continuing across the advisory area. This will cause
  urban and small stream flooding. Up to one and a half inches of
  rain have already fallen, and runoff is beginning to cause small
  streams to rise quickly.

* Some locations that could experience flooding include...
  Reading, Newark, Middletown, West Chester, Elkton, Calvert,
  Pottstown, Phoenixville, Coatesville, Wyomissing, Downingtown,
  Elsmere, Kennett Square, New Castle, Birdsboro, Collegeville,
  Oxford, Kutztown, Royersford and Hamburg.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
