* At 310 PM EST, Doppler radar indicated moderate to heavy rain was
  about the re-enter portions the advised area. Up to two inches of
  rain have already fallen today. As a result, poor drainage and low
  lying flooding can be expected through the evening commute.

  Philadelphia, Wilmington, Newark, Middletown, Chester, West
  Deptford, Pennsville, Yeadon, Westtown, Carneys Point,
  Conshohocken, Folcroft, Swarthmore, Elsmere, Paulsboro, Kennett
