...THE URBAN AND SMALL STREAM FLOOD ADVISORY REMAINS IN EFFECT UNTIL
630 PM EDT FOR NORTHERN NEW CASTLE...CENTRAL CHESTER AND DELAWARE
COUNTIES...

At 515 PM EDT, moderate rain continues across the area. Doppler
radar and automated rain gauges indicated 1 to 2 inches of rain has
fallen since this morning across portions of Chester County and
western Delaware County in far southeastern Pennsylvania and in
northern New Castle County, Delaware. Isolated heavier amounts in
the area between Coatesville, Kennett Square and West Chester are
approaching 3 inches. This amount of rainfall will cause urban and
small stream flooding in the advisory area.

Early this afternoon, the public and local emergency management
reported poor drainage flooding, including a road closure due to
high water near the intersection of 11th Avenue and Foundry Road in
Coatesville.

Some locations that could experience flooding include...
Wilmington, West Chester, Chester, Coatesville, Westtown,
Downingtown, Swarthmore, Kennett Square, Parkesburg, West Grove,
Honey Brook, Arden, Cheyney, Talleyville, Elam, Marshallton, Chelsea,
Gradyville, Greenville and Chester Township.

Additional rainfall of 0.5 to 1 inch can be expected in eastern
Chester and in Delaware Counties, which is just north and east of
where the heaviest rain has already fallen. This additional rain
will result in minor flooding. With rainfall rates generally under
one-half inch per hour, flash flooding is not expected to develop.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.
