The National Weather Service in Mount Holly NJ has issued a

* Urban and Small Stream Flood Advisory for Poor Drainage Areas
  for...
  Northern New Castle County in northern Delaware...
  Chester County in southeastern Pennsylvania...
  Delaware County in southeastern Pennsylvania...

* Until 630 PM EDT.

* At 157 PM EDT, the public and local emergency management reported
  heavy rain causing poor drainage flooding, including a road
  closure due to high water near the intersection of 11th Avenue and
  Foundry Road in Coatesville. Doppler radar and automated rain
  gauges indicated some spots in Chester County have received over
  two inches of rainfall today.

* Some locations that could experience flooding include...
  Wilmington, Newark, West Chester, Chester, Coatesville, Westtown,
  Carneys Point, Downingtown, Swarthmore, Elsmere, Kennett Square,
  Penns Grove, Parkesburg, West Grove, Honey Brook, Newport, Arden,
  Stanton, Cheyney and Talleyville.

Additional rainfall of up to one inch is possible over the area.
This additional rain will result in minor flooding. With rainfall
rates generally limited to one-half inch per hour, flash flooding is
not expected to develop.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.
