The National Weather Service in Mount Holly NJ has issued a

* Flood Warning for...
  Sussex County in northwestern New Jersey...
  Warren County in northwestern New Jersey...

* Until 800 AM EDT.

* At 357 AM EDT, Doppler radar and automated rain gauges indicated
  that heavy rain was falling over the area. The heavy rain will
  cause flooding. Up to two and a half inches of rain have already
  fallen over the past several hours, with another one to two inches
  possible.

* Some locations that could experience flooding include...
  Port Jervis, Newton, Montague, Hopatcong, Hackettstown, Washington,
  Blairstown, Mount Arlington, Franklin, Stanhope, Hamburg, Netcong,
  Belvidere, Harmony, Oxford, Ogdensburg, Alpha, Sussex, Hope and
  Hampton.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around...don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Please report flooding to your local law enforcement agency when you
can do so safely.
