Briefing for PEOTUS Inauguration 2009-JAN-18 2130
BaCo Auxiliary Communications Service via RACES personnel will provide
support to The State Depart of Human Resources (DHR) via our Mutual Aid
agreement.
BaCo ACS will provide backup and supplemental communications to two
operational centers and two shelters from 2009-JAN-19 1600, Monday through
2009-JAN-21 0700, Wednesday.
- DHR's Center at UMBC in Baltimore County
- DHR's Command Center in Baltimore City
- BaCo Command and Control
- DHR's Shelter at Level VFD in Harford County
Staffing for DHRs Shelter at the Level VFD in Harford County will be
handled by MEMA.
The following tactical channels will be used during this deployment.
- BACO 4 : Primary Net Liaison/Relay Channel (145.330-)
- BACO 2 : Backup Net Liaison/Relay Channel (146.670-)
- BACO 1 : Command and Control Only (BaCo Use Only)
At the onset, BaCo ACS will not run a directed Net. BaCo ACS Net Liaisons
will monitor BACO 4 and make an announcement every 15 minutes to inform
stations on frequency that BaCo ACS is activated in support of the
Inauguration. We will not take control of the frequency from normal amateur
operations until an emergency has been declared. At that time, the BaCo Net
Liaison at the direction of Command and Control will announce the emergency
and open a Directed Net. All routine traffic will be passed on BACO 4
directly between facilities until the net becomes directed.
Command and Control will monitor BACO 4, and direct the operation using BACO
1. Command and Control will be available for direct contact from operational
centers on BACO 1.

We hope and pray that this deployment will be incident free and all deployed
will all be able to catch up on their reading and paperwork during the
deployment period.
