[MRIC] January 2010 Meeting Date and Place

I checked with Montgomery County OEM&HS, and they are willing to host
the January meeting at our EOC in Gaithersburg.  We held our January
2009 meeting there.

January 9 is OK will me and I've reserved that date on my calendar.
