[MRIC] Winlink/Packet Network Information

At this time we are using an IC-208H into a dual band vertical antenna.
The situation may change when the new EOC is established. I have a
feeling that there will be more equipment in place, but have not been
able to complete consultation on the needs, desires and plans for our
support of the EOC.
