[MRIC] D-Star and SERA

As far as knowing what goers on in PA or other adjacent states, I think 
the "new" T-MARC needs to open the lines of communications with the 
other frequency coordinators that we are adjacent to.  Since Dave, 
W8AJR, is on the T-MARC executive board and is a fellow member of MRIC, 
he would be a logical pipeline of information to and from T-MARC for MRIC.
