[MRIC] D-Star and SERA

Most of the restructure will cover the HF bands and hardly touch the
VHF/UHF bands, so there may not be much change.
It would be nice to know what PA is doing as far as band plans for
repeaters as well since they are to the north of us. Anyone have any
idea?
