[MRIC] NVIS test

FYI:

So far, TALB, WASH, ANAR and ALLE are interested in  participating in the 
test. It looks like March 1 will work best for all. I  will take this discussion 
off the MRIC email reflector and email directly those  that expressed interest 
so we can work out the details of time, objectives,  frequencies, etc.
