As I recall, when this committee was created by the Maryland Emergency
Management Association (1-25-07), committee membership would consist of
the RACES Officer of each Maryland jurisdiction (i.e., counties + MEMA)
and there would be one vote cast per jurisdiction.

If Pat is unable to attend, the solution seems simple-- he should send
someone from Harford County as the representative of that jurisdiction.
